Delete a part. Allowed only while the part is not yet in use: not referenced by any BOM line, alternate, or ECO, with no BOM content of its own, and nothing built against it (units/stock). The auto-created initial revision is removed with it. Returns 409 once the part is in use.

Required scope: parts:write.
